Text Box: 9.  In 1932 law provided that second class unsealed parcels mailed at pound rates would not be acceopted for registration.  However, such parcels could be registered when mailed under the transient second-class                                         
     rate; to which was added in 1941 "or the fourth-class rate, whichever is lower."
10.  Increase of 33 1/3% (minimum 1c per parcel) to be in effect until end of hostilities.
11.  Applicable to first, second, and third classes; and fourth class if sealed and postage paid at first-class rate.
12.  No indemnity registered mail service eliminated in 1955 when a "certified" service at 15c was inaugurated.
