Text Box: 1.  Before 1914, books were under third-class rates for printed matter 8 ounces or over.  Between 1914 and 1938, books 
    weighing over 8 ounces were charged regular fourth-class zone rates.
2.  Increase of 3% (minimum of 1 cent per parcel) to be in effect until end of hostilities.  Made permanent in 1947.
3.  Or regular third- or fourth-class rates if lower.
4.  If distance over 300 miles, third-zone rate applies.
5.  Certain matter for the blind requiresthird- or fourth-class rates whichever is ower.
6.  Free if furnished by non-profit organizations to blind persos.  Extended to sound reproduction records,
     etc., July 1, 1939.
7.  In raised characters or on sound reproduction records.  If furnished by non-profit organizations, free postage.
      If price does not exceed cost, 1 cent per pound.
