Text Box: 1.   Fourth class established in 1879 to include all matter not embraced by first, second, or third classes.  Parcel post established in 1913.
      In 1925 fourth class defined as matter weighing more than 8 ounces which is not in first or second class.
2.  Four ounces or less, 1 cent per ounce.  Over four ounces at pound rate by zone.
3.  In 1925, parcel post minimum weight became 8 ounces and thereafter only pound rates were applicable.
4.  Zone rates established in 1913.
5.  One-cent tax to be paid by affixing Internal l Revenue Stamp per 25 cents postage on each parcel bearing 25 cents or more postage;
     repealed 1/1/22.
6.  Parcel post rates increased 3% with minimum increase of 1 cent a parcel (fractions under 1/2 cent disregarded; 1/2 cent or over considered
     1 cent).  This was to be a temporary increase until end of hostilities of World War II, but made permanent in 1947.
7.  Parcels exceeding 84 inches but not over 100 inches charged same as 10lb. parcel.
8.  Except single books and certain printed matter.
