Text Box: (1). See Table I for rates after 1863.  No change in rates between 1861 and 1863.
(2). An increase of 50 percent on all postage rates was made effective Feb 1, 1815.
The increase was occasioned by the War of 1812 as a revenue measure.  It was
repealed, effective April 1, 1816.
(3). This 1 cents accrued to the postmaster receiving the letter or packet.
